NEGATIVE LIST OF IMPORTS

15.1 PROHIBITED ITEMS

ii) Neat's-foot oil and fats from bone or waste; iii) Poultry fats, rendered or solvent extracted;

iv) Fats and oils of fish/marine origin, whether or not refined, excluding cod liver oil, squid liver oil or a mixture thereof and Fish Lipid Oil containing Eicospentaenoic acid and De- cosahexaenoic acid; and

v) Margarine, imitation lard and other prepared edible fats of animal origin.

15.2 RESTRICTED ITEMS PART II
Notwithstanding anything contained below, the import policy in respect of goods, including consumer goods, shall be as stated in columns 3 to 5 or licensing notes of the book titled "ITC (HS) Classifications of Export and Import Items" published and notified by the Director General of Foreign Trade in this behalf and as amended from time to time. Goods in respect of which the policy is that they may be imported against a freely transferable Special Import Licence (SIL) shall be imported only against such licences and not otherwise, unless their import is permitted under any other scheme or licence or permission as provided in this Policy.
		

 

  A. CONSUMER GOODS

  For the removal of doubts, it is hereby declared that consumer goods shall
also include the following and shall not be imported except against a licence
or in accordance with a Public Notice:
i) Consumer electronic goods, equipments and
systems, howsoever described.
ii) Consumer telecommunication equipments namely
telephone instruments and electronic PABX.
iii) Watches in SKD/ CKD or assembled condition;
Watch cases; watch dials.
iv) Cotton, woollen, silk, man-made and blended
fabrics including cotton terry towel fabrics.
v) Concentrates of alcoholic beverages.
vi) Wines (tonic or medicated).
vii) Saffron.
 
		

 

  B. PRECIOUS, SEMI-PRECIOUS AND OTHER STONES

4. Ammunition. Import permitted against a licence by (i) Renowned shooters/ Rifle Clubs for their own use on the recommendation of the Department of Youth Affairs andSports, Government of India; and (ii) Licensed arms
dealers for the specified type of ammunition subjectto such conditionsas may be specified
5. Explosives. Government Departments and Public Sector undertakings, on the recommendation of the Controller of Explosives, Government of India, may be permitted to import without a licence. Other categories of importer shall require a licence
6. Chloro Fluoro Hydro Carbons. Not permitted to be imported exceptagainst a licence orin accordance with a Public Notice issued in this behalf.
	
7A.Group I  
(i) CFCl3 - (CFC-11) - Trichloro fluoromethane. Import is permitted by actual users against a licence from a country which is party to the"Montreal Protocol on Substances that Deplete Ozone Layer". List of the countries which are parties to the Montreal Protocol will be noti-fied by Director General of Foreign Trade from time to time. However import from countries which are not parties to the Montreal Protocolis prohibited.
(ii) CF2Cl2 - (CFC-12) - Dichloro difluoromethane.  
(iii) C2F3Cl3 - (CFC-113) - 1,1,2 trichloro -1,2,2  
(iv) C2F4Cl2 - (CFC-114) - 1,2 Dichlorotetrafluoroethane.  
(v) C2F5Cl - (CFC-115) - Chloro pentafluoroethane.

The Departments of Central Government maybe permitted to import against licence However, import by any other category of importers is prohibited.
9. Acetic Anhydride. Not permitted to be imported except against a licence or in accordance with aPublic Notice issued in this behalf.

Animals, Birds and Reptiles (including their parts and products) Import permitted against a licence to Zoos and Zoological parks, recognised scientific/ research institutions, circus companies,private individuals,on the recommendation of the Chief Wild Life Warden of a State Government subject to the provisions of theConvention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).
2. Stallions and Broodmares. Import permitted against a licence on the recommendation of the Director, Animal Husbandry and Veterinary Services of a State Government or Department of Animal Husban-dry and Dairying,Ministry of Agriculture, Government of India.
3. Livestock (excluding equine),Pureline stocks, birds eggs, forzen emen/embryo rent stock(poultry) and commercial of the chicks. Import permitted against a licence on the recommendation Department of Agricult-ure and Cooperation, Government of India.
4. Plants, fruits and seeds. (a) Import of seeds of wheat,paddy, coarse cereals, pulses,oilseeds and fodder for sowing is permitted without a licencesubject to fulfilment of theprovisions of the New Policy on Seed Development, 1988 and in accordance with a permit for import granted under the Plants, Fruits and Seeds (Regulation of Import into India) Order, 1989.
    (b) Import of seeds of vegetables, flowers, fruits and plants, tubers and bulbs of flowers, cutting, sapling, budwood, etc., of permit for import granted under the Plants,Fruits and Seeds (Regulation of Import into India) Order, 1989.However, import of Poppy seeds if permitted shall be subject to the condition that importer shall produce a certificate from the competent authority of the country of origin that opium poppy has beengrown licitly/legally in that country as per requirements of the International NarcoticsControl Bureau.
    (c)Import of seeds, fruits and plants for consumption or other purposes is permitted against a licence or in accordance with a Public Notice issued in this behalf or as per policy indicated in ITC(HS) Classifications of Exports and Imports items.However, import of poppy seeds,if permitted, shall be subjectto the condition that importer shall produce a certificate from the competent authority of the country of origin that opium poppy has been grown licitly/legally in that countryas per requirements of the International Narcotics Control Bureau.
    (d) Import of Plants, their products and derivatives shall also be subject to the provisions of the Conventions on International Trade in Endangered Species of Wild Fauna and Flora (CITES).

 

E. INSECTICIDES AND PESTICIDES

Import permitted without a licence in accordance with the provisions of the Manufacture, Storage and Importof Hazardous Chemicals Rules, 1986 (made under the Environ-ment(Protection) Act,1986). Besides other conditionsmentioned in the Rules, theimporter shall, before 30 days but not later than the date of import, furnish the details specified in Rule 18 to the authority specified in Schedule5 of the said Rules.

(a) National Film Archives of India, Film and Television Institute of India, National Centre of Films for Children and Young People and Satyajit Ray Film and Television Institute;
(b) by others subject to such conditions as may be specified in this behalf.
10 Crude Palm Stearin. Permitted to be imported against a licence or in accordance with a Public Notice issued in this behalf.
11 Maize for use for poultry or animal feed. Import will be permitted by the manufacturers of poultry or animal feed without a licence subject to actual user condition and registration of the import contract/Letter of Credit with NAFED who shall also monitor actual imports.
12 Naphtha. Import permitted without a licence subject to the condition that the importer shall sell the return streamof naphtha to crude oilrefineries only. The sale will be on commercial terms as may be settled between the importerand the refinery. However, the importer may use the returnstream as an industrial feed stock for his own captive consumption, but the balance left, if any, shall be sold tocrude oil refineries only.
13 Batteries and tyres of passenger automobile vehicles including two wheelers, three wheeler and personal accordance with a Public
type vehicles.
Not permitted to be imported against a licence or in Notice issued in this behalf.
14. Sodium Metal Not permitted to be imported except against a licence or in accordance with a public notice issued in this behalf.

 

  J. SPECIAL CATEGORIES
